I would be open to exploring a small portion of the land dedicated to integrated housing for those specific groups.

Linda, the market rate is impossible to know at this time. There are other, much less costly, places to build than this site.

A budget would require a complete understanding of the direct and ancillary costs to the project. Council does not have a grasp on that.

Good point, Skip. What additional law enforcement needs would this development require? What about Fire Fighting requirements, as well?
There were 1500 responses from the two rounds of online surveys. How many attendees were at the two public workshops. Can you quantify "well-attended" with actual numbers?

All of your numbers are based upon studies and estimates. What you need to make a strong case is a survey of the current businesses in the Sedona area. How much of an employee shortage do they have NOW because of lack of housing and how many current employees want to live in Sedona in an apartment? We need that hard data.

This statement is HIGHLY INACCURATE! The crisis has been intensified due to short-term rentals. They have removed 1100+ homes from housing inventory. STRs wiped out the long-term rental property inventory in Sedona. This is reflected in the census numbers going down! STRs are responsible for the significant increase in property prices. This must be stated in this paragraph!

Seriously, apartments in this area is ridiculous. The traffic would now effect West Sedona, so the double roundabouts would become even worse. Sedona is an island and the traffic is as bad as places in California on boadwalks. I can't believe the City of Sedona even thinking this. I do believe the City has never asked how the the residents feel.

Why put an amphitheater here when we could instead renovate the one that already exists in this development? It can be renovated to have lower occupancy if desired. Making a tiered park out of the existing venue and building a new venue where trailhead parking exists seems like a lot of unnecessary work.

Yes Tlaquepaque is wonderful, however not the crosswalk!! I believe the road need directed around Tlaquepaque and be a pedestrian area only. This would solve the traffic problem.

The Western Gateway CFA mentions that a traffic circle should be considered. You could mention that consideration or include it in your depiction.
Some people assume this housing will be subsidized housing for service industry workers. The plan could discuss funding options and how much of the housing will be subsidized. That is a critical factor to many people that has not yet been addressed in the plan so far.

A large water tank seems inconsistent with the goal of maintaining the natural beauty of the site. The large tank on Thunder Mountain is an distraction from the natural beauty of that area, and this one would be similar.
If public support is a primary goal, then encourage an initiative or referendum to find out. The Cultural Park came into existence with Prop 400 after a referendum that had been encouraged by City Council.
A better location for the rec center may be on Navoti behind the Medical Center. Locating a Rec Center in a densely populated Cultural Park will be inconvenient. Parking may be difficult because parking garages will be filled with resident vehicles.

Your said the survey said a smaller event venue was preferred yet you depicted a large scale event venue and suggested most of the park would have to be paved to create parking spaces. Why didn't you depict the smaller event venue that you said residents preferred? Or an alternative with parking across the street at the high school? Your depiction of paving over most of the park created a false choice.

You have not discussed your "complete street" plans for alternative traffic routes with the residents of nearby neighborhoods who almost universally oppose your plans. You may want to consult them about it.

Nobody contacted the HOAs of the nearby neighborhoods to ask for the input of nearby residents. As with the Homeless Car Park last year, the only people interviewed were those who would support the "housing" narrative. Those most affected by the plan were ignored, then the City professed surprise when it turned out most residents did not support the plan. The same strategy was used for these "stakeholder" interviews to achieve the same invalid result.

There is an odd disconnect between the emphasis on housing at the third meeting and the desire for a city park or amphitheater at the first two meetings. The presentation at the third meeting appeared biased toward housing with the speaker deliberately encouraging people to vote for housing, and it is unclear that actual residents voted at the meeting. In scientific studies outlying results are discarded. The City "survey" embraces the outlying result as the primary conclusion.

Need to address the economic impact of degrading Sedona's small town charm by turning it into an undesirable place to live by degrading the natural beauty of the area and adding even more local population to the tourist traffic. Making Sedona a less desirable place to live or visit would have a negative impact on business that has been overlooked in this report.

Adding housing worsens traffic. This problem needs to be addressed in the city plan. Traffic study for Madole-Rigby multifamily housing in Dec 2024 found 6.6 trips/day/unit would be added and nearby Cultural Park would be no different so state that. Also, refer to City's Western Gateway plan that proposes one or more traffic circles at Red Rock Loop/Foothills South, using the same traffic control techniques employed at Uptown Y with similar results.

I understand the sentiment here, but there is a park-and-ride across 89A from here. Though well-intentioned, the park-and-ride lot at Posse Grounds has spilled over into the rest of the park, such that during busy times of year, we residents cannot park at the park to play pickleball, sports on the fields, or use the skate park because the tourists are parked there waiting for the shuttle. Please leave us one place where we can park and meet a friend for a hike.

The planned amendment will be subject to a referendum and voters will likely vote down a plan that includes hundreds of apartments and condos that will worsen crowding and traffic congestion in Sedona. Consider eliminating the residential component to make the plan viable. Current requirements for putting a referendum on ballot ar only 317 signatures.

Recent changes in federal law have terminated equity considerations in favor of opening public lands to low cost housing. The aims of this proposal are at odds with federal funding goals and may further degrade economic "sustainability" of the project. Suggest removing the word "equitable" to avoid conflicts with federal policy.

Outreach was neither comprehensive nor inclusive. I live in a neighborhood near the Cultural Park and no outreach was made to our HOA or any nearby neighborhood.
